Unlocking Progress: The Crucial Investment Lesson the Development Sector Should Take from Big Tech

Would you buy a smartphone without software? Just as no one would purchase an iPhone without its operating system, development dollars should not be invested exclusively in the “hardware” of international humanitarian assistance without adequate attention to the “software.”

Unlocking progress

The Hardware of Development: Essential but Incomplete

In 2021, international humanitarian assistance reached an estimated $31.3 billion, funded by governments, EU institutions, and private donors (Development Initiatives, July 2022). The bulk of these funds were directed toward what can be termed the hardware of development—physical infrastructure, human resources, legislative frameworks, facility management, supplies, and technical training. While these components are critical to advancing poverty reduction, health outcomes, social equity, and environmental sustainability, they are only part of the equation.

The Software of Development: Transforming Support into Sustainable Change

Despite the significant investment in hardware, only a small fraction of development funds is allocated to what we call the software of development. This software includes dialogic communication approaches that empower individuals and communities to process support, negotiate new norms, and integrate improved practices into their daily lives. The real power of software lies in its ability to transform cold, technical solutions into essential, life-changing tools.

Ouro Negro: A Case Study in Combining Development Hardware and Software

Ouro Negro, a project launched by Rising Impact in partnership with UNICEF in 2014, demonstrates the profound impact of integrating development software with hardware. UNICEF provided the hardware: the “Facts for Life” framework and essential health services aimed at reducing child mortality in Mozambique. Rising Impact contributed the software—an 8-season radio drama that captured the imagination of a nation and developed a loyal audience of 6 million.

Impact of Investment: The Measurable Success of Ouro Negro

The results of this integrated approach speak volumes. A 2022 independent study revealed that 90% of Ouro Negro’s audience members improved at least one health behavior, and 75% shared their newfound knowledge with others. The cost per listener? Just 44 cents per year. This project exemplifies how development software can drive the successful adoption and retention of life-saving practices.

The Need for Greater Investment in Development Software

The results of this integrated approach speak volumes. A 2022 independent study revealed that 90% of Ouro Negro’s audience members improved at least one health behavior, and 75% shared their newfound knowledge with others. The cost per listener? Just 44 cents per year. This project exemplifies how development software can drive the successful adoption and retention of life-saving practices.

Tech giants understand the value of investing in software to enhance user experience, leading to greater adoption, retention, and ultimately, profit. In the development sector, progress is the currency, and greater investment in software is essential to achieving more significant and widespread progress across the globe.
